Before 1989 the education community in Northern Ireland recognized British teacher qualifications but had no formal arrangement to this effect. There was no doubt that an agreement should be reached, but members on both committees were very conscious of the many differences in the education systems of which an accrediting body would need to take account. The solution eventually adopted was to have British terms of reference amended to include Northern Ireland, while asking the Department of Education and Science (DES) to accept the nomination of an additional member who could act in an informal sense as a Northern Ireland representative. The author of this book was the first appointee - this book records the events that led to his appointment.
