FBI Special Agent Anne McIntire, legendary for never having failed to solve a case, returns to Erie Pennsylvania, a short distance from where she so long ago graduated from college, finishing her last semester by also getting involved in a love affair that she has ever since regretted breaking off as well as being the same location where she so long ago started her career in law enforcement as a State Trooper, encountering long forgotten adversaries in her search for a serial killer whom targets insurance adjusters. Anne soon finds that the Personal Injury industry is made up of corrupt Personal Injury Attorneys and equally dishonest Insurance Companies. The actual victims are those that have been injured in accidents only to suffer more injuries from those that they trusted to insure them as well as from those that they hired to represent their best interests, but her investigation is limited to seeking justice for the victimizers. In the process she uncovers widespread corruption and additional murders which quickly become overshadowed when child trafficking and kidnapping is uncovered, only to be ordered to pursue the least heinous crimes as opposed to the ones her conscience knows are the most evil. Frightening dreams, political pressure and missteps in romance only hamper her investigation. Which path will lead to Hell? Being cold, callous and decorated at the price of ending up alone with only the memories of what could have been, or gambling on the slim chance of everlasting love while abandoning her ego and destroying her career by disobeying orders in an attempt to seek justice for the most vulnerable?
