Who gets which services within within a community, and who should make those decisions? Who pays for the services that are provided? What kind of legal constraints are necessary to permit one jurisdiction from exploiting another? What kinds of legal entitlements should be used to assist those who cannot easily migrate to jurisdictions that they would find more hospitable? What are the motivations of local government officials?
