We shall be confronted by affairs of great moment, and again we shall have those affairs brought to our attention which may seem trivial to us and yet mean a great deal to some one of our fellow - men. Therein lies our greatest duty, gentlemen, if we wish success to crown our effort. We must learn to judge measures not so much by the man presenting them as by the principles upon which they are based and the purposes they are to serve. We must render our decisions to all judgments formed fairly and impartially, keeping in mind always, economy, so that the common welfare of the whole will be benefited, not that of a fraction or part.
